Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.
The mandate of the Administrative Services Programme is the overall facilitation, support and guidance to programmes and the secretariat at large in the utilization and management of the human, financial and other resources for the continued implementation of the core work and the mandated activities of the secretariat to ensure efficiency, compliance and appropriate accountability, and the facilitation of cross-cutting common services and functions. Responsibilities include the development, implementation and compliance monitoring of administrative policies and procedures for the UNFCCC secretariat in the areas of finance, budget, human resources, procurement, travel and general services.

Responsibilities

Under the supervision of the Coordinator of the Administrative Services programme, the incumbent: ensures that human resources (HR) initiatives are integrated into the secretariat’s over-all business planning; acts as a catalyst for change to ensure the secretariat is able to meet its business objectives, linking HR management with strategic goals and objectives to improve business performance and develop a work environment that fosters innovation and creativity; and leads the development and implementation of the HR Unit work programme. In particular the incumbent will:

· Develop and implement secretariat HR management strategies, policies and procedures ensuring the implementation, monitoring and evaluation of new initiatives and procedures, (e.g. performance management, HR systems and procedures, job classification, recruitment etc.) which incorporate best practices and lead to strategic HR action plans that reach targets that are historically difficult to achieve (e.g. gender, geographic distribution, etc) and provide optimal support to the secretariat’s operational business needs and priorities;

· Lead the Human Resources Unit, manage the work programme and related activities, including recruitment, job classification, administration of entitlements, staff relations, staff counselling, training and development, organizational change and implementation of reform initiatives etc; lead internal process reviews within HR services with a view to streamlining processes and/or automating services to staff; allocate financial and human resources for the completion of outputs and their timely delivery and develop staff performance through encouragement of professional growth and a results-oriented, client service environment.

· Provide guidance and support to management on secretariat HR issues, and on organization design, change management and work-life balance, give substantive input to the preparation of reports for presentation to management and intergovernmental bodies and contribute to reports on budget/programme performance and on programmatic/substantive issues;

· Represent the secretariat at external meetings and maintain networks with senior colleagues in other UN organizations on HR best practices and emerging issues, participate in inter-agency meetings on a variety of issues and meetings, workshops and seminars to keep abreast of emerging HR professional issues.

4. Perform other related duties.

Requirements

· Advanced university degree in human resources, business or public administration, law, social and behavioural sciences, psychology, management or related area.. A combination of relevant first degree and extensive experience may be accepted in lieu of an advanced degree. Additional specialized training in employment law, compensation, organizational planning and/or development, employee relations, learning and staff development or related areas is an added advantage.

· A minimum of 10 years progressively responsible experience especially in the areas of human resources planning and management, recruitment, compensation, organizational planning and/or development, staff relations, learning and staff development, staff counselling etc. At least three years proven track record of working with senior managers to initiate and drive changes. Work experience in an international environment, particularly in the United Nations and/ or international organization, is an advantage .

· Fluency in English. Working knowledge of other UN languages an asset.

Your Qualification:

Ideally the successful candidate has gained experience as a project manager/team leader in a downscaling project or as a member of the board of directors in a micro finance bank in Eastern or South Eastern Europe.

- Proven track record in implementing MSME credit lines and building up diversified portfolios
- Experience in training and coaching of credit staff (loan officer, branch and credit manager) as well as experience in training and coaching of senior staff
- Good knowledge of and experience in cash flow oriented lending to micro, small and medium sized enterprises (expertise in group lending techniques is appreciated)
- Good understanding of business procedures in lending
- Good understanding of MIS / reporting
- Experience in working with donor organisations
- University degree in finance, banking or economics
- Ability to show and sustain strong commitment to the task
- Strong communication and negotiation skills
- Very good analytical and writing skills
- Result oriented and good leadership skills
- Sensibility towards different cultural environments

Programme Coordinator: Climate Governance Programme

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Background

TI’s Climate Governance Programme aims to promote better transparency, accountability, and integrity in decision-making processes and operations of climate financing institutions and mechanisms. Building on TI’s experience and tools to enable research, capacity building, networking and advocacy, the Programme aims to enable climate governance stakeholders to support the development and implementation of global and national climate policies.

The first phase of the programme aims (1) to map and assess the transparency, accountability, integrity and independence of climate finance institutions and mechanisms globally and nationally, (2) to produce an e-learning tool to help develop the capacities of local climate governance stakeholders including business and civil society, (3) to support and facilitate the development of global and local climate governance networks, (4) to provide research-based advocacy as inputs and contributions to climate policy development. In the initial phase the programme will be implemented in six pilot countries: Bangladesh, Dominican Republic, Kenya, Maldives, Peru and Mexico.

To help implement the programme, TI seeks a Programme Coordinator. This position requires strong project management skills, and experience in capacity building, network coordination and fundraising. It also demands practised communication skills to work with stakeholders representing varies professional and cultural backgrounds.

Contract: Full-time position ; limited-term contract, ending April 2013.

Location: TI-Secretariat Berlin, Germany, with some international travel

Main Job Tasks and Responsibilities

Project Management (60%)

  • Support the strategic planning and implementation of project
  • Organise, coordinate and monitor overall project tasks and resource requirements for research, capacity building, advocacy and networking
  • Coordinate project budget and resource allocation
  • Coordinate project contracts with partners and consultants, project legal obligations and liaison and reporting to donor as required on project implementation
  • Track and monitor project deliverables using M&E frameworks developed at Project outset, produce M&E reports defining project progress, and analyse results in contribution to overall strategic development of the Climate Governance Programme.
  • Support the role of Project Partners in the pilot countries and the TI Secretariat to achieve project deliverables.

Other Programme Support (40%)

  • Support the development and administration of the TI Climate Governance Programme High-Level Climate Governance Advisory Group
  • Support the development of e-learning, networking and knowledge/content management platforms for communication and share-learning.
  • Coordinate the climate governance work and initiatives within and beyond the TI movement to contribute to the development, organisation and implementation of global and national climate governance networks and communities of practice
  • Coordinate fundraising actions and communications to further support Project actions beyond the first Project cycle and replicate the Project in other countries, including the preparation and submission of funding proposals

Education and Experience

  • Advanced degree or equivalent work experience in key competency areas such as International Studies Political Science, Law and Economics
  • several years of professional experience in project management and fundraising or equivalent in particular with multi-country projects
  • Knowledge of climate finance and governance issues

Key competencies

  • Experience in multi-country project management including planning, organising, critical thinking, problem solving, negotiation, conflict management and team working skills
  • Experience is using communications software and platforms for e-learning, networking and knowledge and content management
  • Experience in working in cross-cultural environments with a developed sensitivities to different communication styles.
  • Fluency in English, German and working competency in Spanish
  • Computer skills (including excel, project manager, power point, sharepoint expertise)
  • Willingness to travel
