Program Officer-Global Rapid Response Team
World Vision, (www.wvi.org) the world's largest international Christian humanitarian aid organization, seeks a Program Officer to serve as part of our Global Rapid Response Team (GRRT), the position is to be based in Singapore. Serves as an HEA specialist who can be deployed to an emergency site within 24 to 72 hours up to three months. Responsible for developing and maintaining key program information including context analysis, needs assessment, as well as project design and proposals. S/He is required to build relationships with key stakeholders (Government, UN, donors and International Non Governmental Organisations (INGOs), WV partners) for the critical duration of the response. During periods of non-deployment, the Program Officer engages in disaster management design, training and capacity building, networking with donors and institutions regarding proposal program design. The position holder will also facilitate and promote disaster management models around the partnership.
SKILLS REQUIRED INCLUDE:
We are looking for a rising leader/manager with the following attributes:
3-5 years experience in emergency response programming including hands on operations
Proven track record for multi-sector program design for large complex emergencies
Evidence of successful proposal writing, relationship building and funding acquisition with donor agencies
Empirical knowledge of emergency program administration, program response, program design and project writing
Experience in knowledge of rapid assessment and ongoing contextual analysis
Familiarity with humanitarian codes, principles and practice e.g. SPHERE standards
Bachelors Degree or equivalent in Social Science or related field, MA preferred

Business Process Supporter - iVision
iVision is a partnership solution for Fundraising Offices. It is an integrated suite of software with many components, including Marketing, Customer Service, Child Data Management, Donor Management, Fund Accounting, General Ledger and a donor facing web portal. This system is currently in production in Germany, Italy and Austria; and is being rolled out to at least another 15 countries that are currently using the outdated SIMMA system.
The iVision Project is a 5-year project which started in July 2008. The goal is to roll out iVision along with best practice business processes to support and enhance the ability of fundraising offices to expand their business; and ultimately to bring more resources to support the ministry of World Vision. Upon completion of all the implementations, the project will move into a Production phase which is expected to last at least another 5 years.
As part of the Globla iVision Team, this position will report to the iVision Global Project Manager and will be primarily responsible for providing project management support, business analysis, user training and support. Success in this role will allow the candidate to assume more project management responsibilities as the global project consists of many local country implementation projects that are running in parallel.
KEY RESPONSIBILITIES
• Provide end-user training during implementation phase that supports best practice business processes.

Haiti Earthquake Response - ICT Director

VisionFund is seeking a Regional Finance Director to lead and manage the execution of VisionFund’s strategy in the region. Emergency Food Programming Advisor and Talents Manager

POSITION SUMMARY:
As part of the FAMER team within FPMG, provide assistance through influence, networking, and facilitation to National Offices with relief and/or developmental food programming, in alignment with WV’s Ministry Objectives, Sustainable Livelihood Framework and LEAP. The emphasis will be on quality food and cash programming in support of food and livelihood security, efficient and effective systems & procedures, and full accountability of food / cash projects and programs within WV’s Integrated Ministry. The EFPA will have primary focus on Complex Emergency Responses and will form part of the first wave staff alongside GRRT. Principally, the EFPA will play the role of FPMG representative in HEA/GRRT while remaining as part of core staff in FPMG/FAMER.
As the Talents Manager, the holder leads the design and implementation of an effective Talents Management System that ensures a rapid deployment of staff during emergencies, career direction and succession planning for Food Programming Staff within World Vision. In addition this position identifies and supports the development of high potential employees and thereby reduce voluntary turnover.
KEY RESPONSIBILITIES:
- During deployments and in association with the Response Manager, ensure food emergency assessments are carried out and integrated food assistance projects designed and implemented.
- Lead the negotiations with donors and other partners on behalf of WV and ensure timely conclusion of the food project agreements.

P&C Regional Support Specialist
PURPOSE OF POSITION

P&C Regional Support Specialist
Operations Director, Mali
PURPOSE OF POSITION
To lead, support and coordinate the field operations of World Vision Mali, to ensure that they are efficient and effective, and meet the goals and objectives of World Vision and community partners as laid out in the strategy documents and grant agreements.
To provide leadership and support for project design, plans, proposals, implementation, reporting and operations staff training and development.
In conjunction with the Relief Manager ensure integration of all WV Mali relief operations in the development ones.
Ensure national strategy for the Operations Department is guided by sound developmental principles, is regularly updated and contributes to the mission on WV in Mali.
KEY RESPONSIBILITIES
- Oversee all aspects of project and programme assessment proposal, design, implementation, monitoring and reporting.
- Manage and evaluate operations budgets, project funding, expenditures and accomplishment of ministry objectives.
- Ensure that proper accounting systems and practices are in place within the Operations Department, so as to facilitate the approval of funding for projects. Ensure all projects remain within budget.
- Oversee Operations Department compliance with all relevant sections of the Field Financial Manual.
- Support programme and project managers in ensuring high standards of grant management and compliance for all government grant funded projects.
- Develop and maintain good relationships with major (government/private) donors and World Vision Support Offices, including hosting visits, responding to communications, and ensuring that support office and donor requirements are met.

Program Officer-Zimbabwe
PURPOSE OF POSITION
Under supervision of the Program Management, work on design, funding, implementation, evaluation, and reporting for all projects and programs under World Vision Zimbabwe Relief Office and provide technical support to the Relief program
KEY RESPONSIBILITIES
Programme Management and Evaluation
- Work on the program's design process, including needs assessments, project design, proposal writing, marketing, evaluation and reporting, and when required, donor and Support Office relations.
- Work on creation, compilation, and writing of the program's annual report and operating plans. Revise the program's operating plans throughout the course of the fiscal year ensuring that they are up-to-date and continually reflect the subtleties of conducting operations within the particular field context.
- Prepare grant proposals for submission to major donors.
- Work to ensure the program has adequate funding resources.
- Review monthly and quarterly reports and bring to the attention of the management (and overall programme management team) any issues that require management intervention.
- Through regular field visits, continually monitor progress of projects and programs, ensuring that the program systems and staff are working to achieve goals and objectives and program is maintaining World Vision and donor accountability standards. Hygiene and Sanitation Coordinator
POSITION SUMMARY:
Under the supervision of WAWI Program Manager, the Hygiene and Sanitation Coordinator will work closely with the LC Team and field staff in WASH countries (Ghana, Mali and Niger) with extension to other West African countries to enhance programmatic design and implementation of Hygiene and Sanitation component of WASH, Improve the implementation of community mobilization, education, sensitization, participation and capacity building on WASH components, work toward sustainability and share lessons learned, best practices, Lead monitoring and evaluation of WASH projects.
KEY RESPONSIBILITIES:
- Assist the WAWI Program Manager in the development and implementation of the WASH Strategic Plans, Work plans, proposal writing and special technical issues;
- Build the capacities of WV WASH staff on community mobilization, education, sensitization, participation;
- On the basis of lessons learned and innovations, undertake studies on best practices and ways of improving WASH projects impact on communities and assure projects best sustainability;
- Contribute to design Complementary projects in relation with countries, partners, and technical staff in the 3 countries;
- Take part, plan and support WASH monitoring and evaluations activities as required by the WASH Program Manager in the 3 countries;
- Establish a comprehensive Community, database for WASH partnership, including countries implementation and planning database; partner institutions related database in relation with Ministry quality teams in each country;
- Provide technical support in communication, website development and maintenance; identify and request success stories, best practices and improvement & innovations in WASH and relate with countries project management;
- Maintain a strategic technical link between WAWI Program Manager and WASH countries Projects management as well as Partner institutions who report to him in Sanitation and hygiene sector;
- Bring relevant internal and external issues to the attention of the WAWI Program Manager;
- Attend NGO or other meetings on WASH as needed to represent WASH interests and concerns;
- Be up-to-date on the status of key projects, tasks and responsibilities of supervisor;

POSITION SUMMARY:
To provide strategic and transformational leadership of the restructured Finance, Risk and Infrastructure functions of WV ministry so as to yield positive contributions towards the attainment of the organization’s vision and Child Well-being Outcomes. This will be done through; (1) the development and execution of strategic financial, infrastructure and risk management plans, projects and business solutions that improve support services to programming and corporate facets of ministry, (2) the organization-wide promotion of good stewardship and accountability through effective financial systems, policies, innovative techniques/approaches and capacity enthancement tools and methods that improve efficiency, productivity and asset preservation/security, (3) the provision of ‘client-focused’, solution based strategic leadership of the support services departments (Information Communication Technology - ICT, Supply Chain, Administration and Fleet Management) and effective management of the quality of the organization’s service delivery outcomes and (4) effective and efficient resources management in the financial, administrative, ICT and supply chain domains of WV operations in compliance with WVI standards.
KEY RESPONSIBILITIES:
Promote stewardship, accountability and reporting
- Design and implement policies, models, systems and procedures that will enhance corporate wide stewardship, accountability, asset security/preservation and reporting
- Ensure the timely submission and input in FFR Database, of accurate , complete and relevant financial reports for different stakeholders in and outside WV ministry

Finance, Risk and Infrastructure Director-Zambia
Operations Manager - Nyala, South Darfur
PURPOSE OF POSITION
To act as a team leader and to provide management guidance and support for World Vision’s Field Office in South Darfur. This office is far removed from where the WVNS HQ is located and thus requires solid management and programming capacities to provide leadership of the Darfur program. This program is very big in staff capacity, finance, and assets (more than 300 staff and up to 70% of WVN’s annual budget).
Program Management
- Represent WVNS in South Darfur to provide overall guidance and support to the WVNS team based in South Darfur
- Directly manage the Area Coordinators to ensure smooth implementation of all WV Programs in South Darfur in accordance with the overall
- WV Northern Sudan country strategy, Operations Plan, policies, procedures and objectives.
- Together with the program quality department, lead the review of and design of Darfur-level strategy, and sectoral strategies based on which programming is designed and implemented.
- Ensure that all sectoral programs are closely integrated and that all programs receive adequate planning and monitoring.
- Liaise with the program quality Director on the management of the Sectoral Specialist Teams
- Participate in the assessment of community needs and resources in South Darfur.
- Provide direction for the preparation of project proposals and budgets, seeking to diversify funding and other resources.
