MANAGEMENT

Radiocommunication Engineer

Organ: The Radiocommunication Bureau (BR) is responsible for the application of the Radio Regulations and for technical and administrative support of ITU World and Regional Radiocommunication Conferences, Radiocommunication Assemblies and Study Groups. The Bureau also carries out the international regulatory processes for registration of frequency assignments and satellite orbits and assists administrations in their coordination and implementation of frequency spectrum and orbit requirements as well as in resolving cases of harmful interference. It provides the specialised technical secretariat for the work of the Radiocommunication Study Groups and the Radiocommunication Assembly in the development of recommendations for spectrum utilisation and radio system characteristics. The BR is organised into four Departments: Space Services Department, Terrestrial Services Department, Informatics, Administration and Publications Department and the Study Group Department.

Organization Unit: Within the Radiocommunication Bureau, the Terrestrial Services Department (TSD) comprises three Divisions: Broadcasting Services Division (BCD), Fixed and Mobile Services Division (FMD), Terrestrial Publication and Registration Division (TPR). The Department is responsible for the application of the ITU Radio Regulations through the processing of frequency assignments notified by ITU Member States for terrestrial services both from a regulatory and technical point of view. In addition, the Department is responsible for the application of procedures associated with World and Regional Plans. It also provides assistance to ITU Member States on frequency selection and the treatment of cases of harmful interference. It is responsible for the application of operational and administrative provisions of the Radio Regulations, including safety of life aspects of the Aeronautical and Maritime Services. The Department edits and publishes all Terrestrial data publications. TSD also carries out studies and other activities for the preparation of World and Regional Radiocommunication Conferences.

Duties / Responsibilities

In the Terrestrial Services Department of the Radiocommunication Bureau, under the general direction of the Head of the Fixed and Mobile Services Division (FMD), and in application of the Radio Regulations and international agreements, the incumbent carries out the following tasks: Regulatory and technical examination of frequency notices submitted by administrations. Formulation of findings and associated recommendations. Studies in relation to the establishment of Rules of Procedure. Preparation of related administrative and technical correspondence. Treatment of assistance requests and specific studies, such as search of frequencies. Participation in the development and improvement of the software to be used. Assistance to the Head of Division in carrying out preparatory work for conferences, and participation, when required, in such conferences and in the implementation of conference decisions. Participation in meetings of study groups in her/his domain. Participation in ITU Seminars and training for officials from Administrations.

Qualifications required

Education: Advanced university degree in telecommunication engineering (science/engineering, electrical/electronic engineering) with some specialization in radiocommunication, or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience: At least seven years of progressively responsible experience, including at least three at the international level in the operation of a radiocommunication service or of a spectrum management service, including some experience in the application of the Radio Regulations. A Doctorate in a related field can be considered as a substitute for three years of working experience.

Languages: Excellent knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish), and very good knowledge of a second official language. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Competencies: Knowledge of activities of the ITU, particularly those of the Radiocommunication Bureau, would be an asset. Experience in using relational databases on mainframe and microcomputers, preferably in a client/server architecture, and programming in one or more of the following languages is required: FORTRAN, C, C++, Visual basic.

Senior Water Resources and GCC Specialist

Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from qualified Senior Adaptation Water Resources and GCC Specialist candidates for a USAID funded program on Climate Change Adaptation and Water Resources. The principal purpose of this program is to provide technical assistance and analyses to Agency bureaus and field missions to support implementation of effective global climate change activities and programs as they related to water resources management. This long-term program will be based in Washington, D.C. and will require periodic international travel. The Climate Change Economist may be a full-time position based in Washington, D.C. or a part-time position requiring frequent travel to Washington, D.C. in addition to international travel.

Responsibilities:
-- Assessment of water resource management policies;
-- Development and promotion improved water resources and climate change adaptation policies;

Requirements:
-- Educational requirements include at least a Master’s degree in water or natural resource management, environmental science, environmental policy, or other climate change related field of study;
-- A minimum of five (5) years of international technical experience in the area of water resources, climate change, and other relevant technical areas;
-- Prior successful experience working on USAID-funded project(s) or similar donor funded projects;
-- Exceptional verbal and written communication skills, especially in working across cultures;
-- English proficiency required with advanced proficiency in Spanish or French language preferred;
-- Geographic experience in Africa, Asia, or Latin America is required; experience in small island state and/or glacially- dependent countries preferred

Specific duties and accountabilities

Ensure effective implementation construction activities of the EDRR program in a timely fashion according to approved plans and budgets, regulations and policies under the supervision of DRR Delegate
Identify, design, implement and monitor the small-scale mitigation projects
Develop technical reports accompanied with a proposition plan, maps, pictures, a workplan, a budget;
Supervise the construction activities in the assigned working area by field supervisors and construction teams.
Ensure that proper procedures and practices are followed on all ARC construction sites.
Ensure health and safety of the workers according to the ARC-Haiti Construction Safety Policy.

Finance, Risk and Infrastructure Director-Zambia

POSITION SUMMARY:
To provide strategic and transformational leadership of the restructured Finance, Risk and Infrastructure functions of WV ministry so as to yield positive contributions towards the attainment of the organization’s vision and Child Well-being Outcomes. This will be done through; (1) the development and execution of strategic financial, infrastructure and risk management plans, projects and business solutions that improve support services to programming and corporate facets of ministry, (2) the organization-wide promotion of good stewardship and accountability through effective financial systems, policies, innovative techniques/approaches and capacity enthancement tools and methods that improve efficiency, productivity and asset preservation/security, (3) the provision of ‘client-focused’, solution based strategic leadership of the support services departments (Information Communication Technology - ICT, Supply Chain, Administration and Fleet Management) and effective management of the quality of the organization’s service delivery outcomes and (4) effective and efficient resources management in the financial, administrative, ICT and supply chain domains of WV operations in compliance with WVI standards.

KEY RESPONSIBILITIES:
Promote stewardship, accountability and reporting

• Design and implement policies, models, systems and procedures that will enhance corporate wide stewardship, accountability, asset security/preservation and reporting
• Ensure the timely submission and input in FFR Database, of accurate , complete and relevant financial reports for different stakeholders in and outside WV ministry
• Play the role of Disclosure Officer whenever an allegation is received by WVI under the IRR policy
• Ensure compliance with WVI Finance Manual and other policies, WVI’s year end procedures, Carryforward processes and protocols
• Provide oversight on Harmos’s Financial ManagementProvide leadership in Strategic Financial Planning and management
• National Office Budget planning, resource allocation and alignment of Partnership Budgets between National Office, projects, grants and Support office, taking into account RWG recommendations and RVP approvals
• Managing WVI Zambia’s budgets, cash flow planning, treasury arrangements and models and funding/provision of financial services to all projects

Risk Management & Controls

• Provide strategic leadership in the development and coordination of the implementation of a corporate wide Risk Management System for WVZ (This will include Anti-Fraud policies and Strategy) (This is not restricted to Financial risks).
• Establish reporting mechanisms to provide information to the senior leadership team about the effectiveness of the strategy measured against objectives, and provide advice regarding changes to management practices to enhance effectiveness of the strategy
• Ensure appropriate Systems and controls are in place to avoid significant audit ratings in ALL WVZ Offices, including projects
• Ensure adequate preparations for the GC and/or external audits (as applicable in context)

Leadership Development & Capacity Building

• Develop and lead the Implementation of a Capacity Building (CB) and Talent Management Strategy for the Finance, Risk & Infrastructure Team as well as (CB only) in teams in other Departments so as to enhance their non-technical skills in the support service functions
• Participate in relevant National, Regional, Africa and partnership Capacity Building Initiatives
• Lead the development and roll-out of a Community Capacity Building Initiative in defined areas within the Finance, Risk and Infrastructure Division

Strategic Partnerships and networks

• Develop value networks and relationships with Key stakeholders
• Promote shared resource networks within the Sub-region, Africa, SOs and partnership
• Attend and actively participate in strategic regional meetings

Overall Leadership of the ICT and Supply Chain Departments

• Provide context sensitive directional input and support to the ICT and Supply Chain departments to enhance organizational effectiveness that supports attainment of Child Well-being Outcomes. This will be in full compliance with Partnership and country specific policy and regulations
• Review all strategies within ICT, SC (inclusive of Fleet Management) for alignment with WVZ’s corporate strategy and vision
• Support the development & Implementation of client focused and solution based systems/platforms that will enhance productivity and a better service to clients who include communities
