Investment Officer - Investment & Trading Room Division

Objectives

The role of the Investments Division is to manage all the Bank Group’s Treasury assets with the objective of capital preservation, profitability and liquidity maintenance in accordance with the Bank Group’s specific investment guidelines. Currently, the Bank Group manages approximately USD 17 Billion of funds mainly in the SDR component currencies (US dollar, Japanese Yen, Pounds Sterling and Euro) and ZAR for several entities and accounts such as: the African Development Bank (ADB), the African Development Fund (ADF), the Nigeria Trust Fund (NTF), the Heavily Indebted Poor Countries (HIPC) Initiative etc.

Duties and responsibilities

Under the supervision of the Division Manager, FTRY.3, the incumbent will carry out the following functions:

  • Participate in the management of the Bank’s assets versus a specific benchmark or fixed liability schedule with the objective of capital preservation, profitability and liquidity maintenance in accordance with the Investment Guidelines of the specific fund;
  • Determine the optimal asset allocation to maximise risk-adjusted returns through the identification and recommendation of investment products and trading strategies;
  • Assist in the execution of FX transactions and money market management;
  • Conduct scenario analysis and stress testing of investment proposals and strategies;
  • Perform credit analysis on financial institutions and asset backed securities (ABS/MBS);
  • Provide periodic oral and written reports to management on capital and credit market developments;
  • Participate in the review of the Bank Group’s investment management framework, financial policies, guidelines, benchmarks and procedures;
  • Provide advisory services and technical assistance to African Central Banks and other financial institutions on fixed income investment management;

Selection Criteria

  • At least a Master's degree in Finance, Economics or Statistics or related disciplines; a professional qualification in one of these fields is an added advantage;
  • A minimum of 4 years of relevant and practical experience in International Capital Markets;
  • Strong knowledge and understanding of financial instruments, particularly, bonds, ABS, MBS, derivatives, structured products and risk management concepts;
  • Proven credit analysis and financial modelling skills;
  • Experience in dealing in fast paced environment and under stress;
  • Familiarity with Treasury systems such as Reuters Dealing, Summit, Numerix and Bloomberg add-ins;
  • Ability to work as a team player with excellent interpersonal skills;
  • Command of standard computer software applications;
  • Communicate and write effectively in French and/or English, with a good working knowledge of the other language.

Principal Translator – Reviser - French Translation Division

Objectives

The primary role of the Language Services Department is to ensure, as required by the Bank’s Agreement, the accessibility in the two working languages of the Bank (English and French, and on occasion Arabic and Portuguese) during key meetings organized by the Bank and for all documents submitted to Senior Management and governing bodies of the Bank, with a view to efficient decision-making aimed at the achievement of the Bank’s mission. To this end, high priority will be accorded to ensuring an accurate and effective flow of communication within the Bank, and also between the Bank, its shareholders, development partners and the public at large, through the translation, interpretation and terminological services provided by the Department.

The specific objective of the French Translation Division (CLSD.2) is to ensure quality translation of all Bank documents into French, as well as the editing in French of key documents such as the Bank Group Annual Report.

Duties and responsibilities

Under the supervision of the Division Manager CLSD2, the incumbent:

  • Translates into French from English, without revision;
  • Revises translations of complex, technical and sensitive documents covering the full range of the Bank’s work, namely: reports of an economic and financial nature, statements from Senior Management, audit reports, planning and programming documents, project appraisal reports, legal documents, etc.;
  • Must aim at a high standard of accuracy, faithfulness to the spirit, style and nuances of the original;
  • Observes established terminology and usage and ensures consistency among individual translators working on the same document;
  • Advises on language matters and proposes improvements to the translation process;
  • Coaches, counsels, and assists less experienced translators and helps to develop the Department’s terminology base;
  • Participates in working groups on various issues related to the business of the Bank in general, and that of the Division in particular;
  • Perform other duties as may be assigned by the Supervisor.

Selection Criteria

  • Possess a master’s degree in translation. Additional qualifications in any other discipline relevant to the business of the African Development Bank Group would be an added advantage;
  • Have at least 6 years practical experience in professional translation (particularly in finance and/or law), at least 3 of which (for external candidates) should have been spent working in or with an international organization (preferably in multilateral development banks);
  • Have extensive general knowledge and be able to quickly adapt to a complex multicultural environment;
  • Possess excellent writing skills and a sound mastery of various language standards;
  • Be able to quickly blend into, and maintain a smooth working relationship with a multilingual team;
  • Be able to work efficiently under stress;
  • Have a sound knowledge of, and be able to use modern Computer-Assisted Translation tools (Trados, Multitrans, etc.);
  • Be conversant with all the standard software used in the Bank to be able to revise directly and independently on the computer.

Objectives

Duties and responsibilities

Under the responsibility of the Manager of the Interpretation Division , the Principal Interpreter shall be required to perform the following:

  • Provides faithful, appropriate and well-delivered interpretation (simultaneous and consecutive) in the active languages, English and French, finding instant solutions to problems of expression, terminology, accent, speed of delivery etc. in the active language;
  • Covers meetings such as the Boards of Governors Meetings, Boards of Directors and all related meetings, Administrative Tribunal, ADF negotiations, Interviews, Seminars, Training sessions and meetings with other international organizations among others;
  • Makes proposals to the Division Manager in respect of the above;
  • Assists the Division Manager in the formulation and implementation of appropriate policies in Interpretation;
  • Leads and coordinates interpretation teams covering certain Bank meetings and/or teams dispatched on missions outside the Bank. Prepares reports on the performance of interpreters and other issues;
  • Acts for the Division Manager and in that capacity plans, organizes, leads and supervises all the activities of the Division;
  • Can be called upon to perform other interpretation related ad hoc duties.

Selection Criteria

  • At least a Master’s degree in interpretation from a recognized Interpretation School or Institution
  • Must have a double A in English and French or a very strong B in the other language. Ability to interpret from /into a third language (Portuguese and/or Arabic) is an added advantage
  • Preferably 6 years of practical experience in Interpretation of which at least 3 in an international organization and preferably in an international development finance institution
  • Good leadership skills
  • Good sense of inter-professional relations
  • Capacity to work under pressure and to work in or lead a team
  • Knowledge of standard Bank software, namely Word, Excel and Power Point

Objectives

The Agriculture & Agro-Industry Division 1 (OSAN.1) initiates and participates in the development of strategies and instruments that will entail both lending and non-lending activities to deepen sector knowledge and improve portfolio performance in the context of a results-based management approach. The goal of OSAN.1 is to contribute to the Bank’s efforts to reduce poverty and promote sustainable development in RMCs. Its specific objective is to contribute to Bank’s lending and non-lending activities focusing on the improvement of agricultural production, productivity, rural income.

Duties and responsibilities

Under the general guidance and direction of OSAN Director, the Manager of the Agriculture & Agro-industry Division 1 will be responsible for the management and supervision OSAN.1 lending and non lending program. This will include the following duties and responsibilities:

  • Supervise the performance of OSAN.1 project portfolio and achievements of targets of Key Performance Indicators (KPI) and ensure that project/program performance leads to achievement of its stated objectives;
  • Contribute to the preparation of the Departmental annual work program and budgets according to the priorities set forth by the Country and Regional Departments; Prepare Annual Division Report detailing achievements, constraints and outlook;
  • Participate in the preparation of Country / Regional Strategy Papers and Multi-sector Portfolio Review in RMC’s to ensure its consistency with sector work and other cross-cutting profile review towards selection of key pillars for Bank intervention;
  • Contribute to the development of policies and appropriate strategies for intervening in the agricultural and rural development sector in line with country strategy papers for the various Regional Member Countries (RMCs);
  • Oversee the preparation of identified programs / projects; advise and assist borrowers in utilization of Bank funding facilities vis. Project preparation Facilities (PPF) and MIC Grant funds according to the Bank procedures; Supervise project appraisal and make approval recommendations;
  • Lead initiatives related to the development of economic and sector work in collaboration with related Bank Departments, to increase knowledge in the sector, enhance the Bank’s and RMC’s understanding of the contribution of the sector to poverty reduction, etc.
  • Contribute to sector knowledge building and dissemination by initiating sector studies and analysis;
  • Participate in training workshops, seminars and conferences to update knowledge and information on new development aspects to ensure projects / programs quality at entry, in particular;
  • Develop and build client relations at senior levels and plays a promotional role in generating new business for the Bank;
  • Represent the Bank at regional and international meetings, conferences, seminars and workshops dealing with issues concerning the agriculture sector development;

Selection Criteria

  • A minimum of a Master’s degree or its equivalent in Agriculture or closely related fields;
  • Preferably a minimum of eight years of highly relevant experience including track records in portfolio management, sector analytical work, and delivery of lending programmes, experience with policies and procedures of bilateral / multi-lateral development agencies will be an advantage, demonstrated managerial / leadership competencies;
  • Proven ability to build and lead a team of professional staff, and utilize talent and expertise of team members in a productive way;
  • Ability to build partnerships and deliver results that meet the needs and long-term interest of clients;
  • Proven aptitude to take measurable risks and effective and timely decisions;
  • Ability to communicate and write effectively in English and/or French, with good knowledge of the other language;

Senior Procurement Specialist (Services) - Procurement Division

Objectives

The Procurement and Fiduciary Services Department reports directly to the Vice-President, ORVP. It supports the sectoral departments in their project cycle activities, by ensuring compliance. It is also charged with formulating procurement and financial management policies, guidelines and rules, compiling statistics on procurement, and managing the consultants database. The Bank also expects the Department to conduct analytical studies and diagnoses concerning the continent, study the procurement and financial management capacity of member countries, and suggest measures to build this capacity. The Department is tasked with providing training to borrowers and Bank staff on all matters relating to procurement and financial management. It is also charged with examining Bank staff responses to complaints from dissatisfied borrowers and bidders, and providing objective and impartial recommendations to the procurement review committee.

Duties and responsibilities

ORPF procurement staff report directly to the Division Manager, ORPF.1. They are responsible for providing assistance, technical advice and capacity building to ensure compliance with the Bank's procurement rules of procedures (goods, works and consultants), helping to improve the implementation performance of the Bank's loans, grants and technical assistance portfolio, and participating in the preparation, review and adoption of Country Procurement Assessment Reports (CPAR), Country Financial Accountability Assessments (CFAA) and other diagnostic assessments.

The core role and responsibilities of the Senior Procurement Specialist (Services) shall be to accomplish the following tasks in collaboration with the principal procurement specialist, or the chief procurement specialist (Service):

  • Assist/advise the various sector departments in charge of supervising implementation of project activities by borrowers in accordance with relevant presidential instructions.
  • Advise borrowers, suppliers, contractors, consultants, subcontractors and other service providers on all aspects of procurement of goods and services within the framework of projects financed by the Bank Group.
  • Participate in projects preparation and appraisal missions entailing the usual procurement components in order to assist borrowers and staff of sectoral departments to define the the most appropriate contracting arrangements.
  • Prepare the chapter relating to procurement in project appraisal reports;
  • Evaluate during project/programme preparation missions, the capacity adequacy and effectiveness of project implementation agencies and management units in the area of procurement, provide technical advice to project and programme teams in the area procurement to be incorporated in new projects
  • Participate in project/programme launch missions to assist the team in charge to build the capacity of executing agencies in the area of procurement;
  • Review, comment on progress reports on the lending and nonlending operations, and participate in related working groups;
  • Receive, review and approve all documents related to procurement which, according to the Bank's rules of procedures, require from the latter confirmation of "no objection", "approval" or "action"; monitor practical aspects by helping project managers to supervise the procurement activities undertaken by borrowers over the project cycle;
  • Facilitate and organize seminars and workshops for borrowers and Bank staff.

Selection Criteria

  • At least a Master’s degree or its equivalent, majoring in a relevant discipline such as engineering, architecture, procurement, law, management, commerce or related disciplines.
  • Minimum 5 years of relevant and progressive experience the formulation and implementation of procurement policies, programmes and projects in African and other developing countries.
  • Demonstrated knowledge and practical experience in the procurement of goods, works and consultancy services in compliance with specific terms of donor funding.
  • Literacy in the Bank's standard software applications (Word, Excel, Access, MS Project and Power Point), knowledge of SAP desirable.

Principal Country Economist (Chad) - Country & Regional Programs & Policy (Central Region)

Objectives

The key work objectives of the Country Department include, among others:

  • Developing and implementing the Country Assistance Strategy, and Regional Integration Strategy, making strategic choices, and developing partnerships with relevant stakeholders, for the overall implementation of the agreed program of activities and quality services;
  • Leading the Bank's dialogue and maintaining strong partnerships with relevant public authorities, development partners, civil society, media, private sector and other stakeholders;
  • Assuming responsibility for the outcomes identified in the country strategy prepared for client countries, in coordination with operations staff, sector technical staff and the country management team;
  • Promoting and enhancing aid efficiency and effectiveness in countries covered by the Department by fostering the reduction of transaction costs, harmonization of aid arrangements and the use of country procedures and systems.
  • Identifying opportunities and developing work programs and quality sectorial strategies, based on the Country Assistance Strategy and Regional Integration Strategy, consistent with the demand of clients and taking into account country-specific contexts;
  • Overseeing portfolio management and quality issues, collaborating with clients and country teams to address implementation problems and working to achieve sound results on the ground;
  • Developing and maintaining good relations between the Bank and RMCs to ensure that the Bank is fully apprised of the needs of member countries and that the latter are, in turn, informed of the range of products and services available at the Bank;
  • Steering dialogue with country authorities on economic policies, cross-cutting and governance issues for the evaluation of country performance and support for the effective implementation of the country's development strategy.
  • Leading collaboration and Bank programs with the Regional Economic Communities and other regional and sub-regional organizations to support enhanced economic and pro-poor development through regional integration and other initiatives such as those designed to improve trade and infrastructure.

Duties and responsibilities

Under the overall supervision of the Director of the Regional Department, the Principal Country Economist will focus on macroeconomic work to deepen country knowledge, preparation of Economic and Sector Work (ESW) and coordination of the Country Strategy Paper and other relevant documents (mid-term review, completion report, etc.). In the event that the macroeconomic work on a given country requires the services of more than one (1) economist, the Principal Country Economist is supported by other economists drawn from the Economic and Financial Management Division of the Sector Operations Vice-Presidency. The Principal Country Economist will be assigned to the Chad Field Office. He/she will work closely with the Resident Representative and report to the Country & Regional Director. The Principal Country Economist will work under the direct technical supervision of the Lead Economist.

Specific duties

Analyse the economic and financial situations of Regional Member Countries (RMCs) assigned to him/her, using internal and external sources of information, and determine the impact on the programming and updating of the Bank Group's operations as defined in the Country Strategy Papers (CSP);

Coordinate the preparation of Country Strategy Papers (CSP) and participate in the development of regional integration strategies (RISP), based on poverty reduction strategies, and/or the government's development programme and the integration strategies of the Regional Economic Communities concerned;

Conduct relevant economic and sector work to support the preparation and implementation of CSPs and RISPs;

Analyse the results and impact of the Bank Group's operations in the countries concerned and the results of regional economic integration programmes and make recommendations on the role of the Bank Group in supporting regional integration initiatives;

Provide leadership to the country team and establish effective communication with the sector departments and other relevant units of the Bank, to ensure a coordinated approach to the implementation of the Bank's strategy and operations in Chad and in any other country that could be assigned to him/her;

Provide technical support to the Resident Representative and the Director in policy dialogue with the Government, development partners and other stakeholders, including active participation in the design and implementation of operations to support multi-sector or sector reforms, and Thematic Groups, in collaboration with relevant sector departments;

Assist the Resident Representative in coordination activities with the assistance of development partners, focusing on the promotion of project and programme co-financing;

Ensure coordination and play the role of spokesperson on economic issues;

Support the Country Portfolio Manager in implementing the Bank's operations portfolio in Chad and any other country that may be assigned to him/her, as well as in regional projects implemented by Regional Economic Communities, in collaboration with sector departments;

Participate in country portfolio reviews;

Design and establish high-level client relationships, and promote the creation of new avenues for cooperation between the Bank and the country;

Provide technical and practical advice and guidance to senior country economists to improve the quality of their work;

Participate in the development of new approaches, procedures and techniques to improve the quality of projects and programmes in support of sector departments;

Participate in preparing the department's budget and the recruitment of consultants;

Prepare clear briefs on the economic and political situation and the implementation of the Bank's intervention strategy in the country; and

Perform all other activities assigned by the Regional Director.

Selection Criteria

At least a Master’s degree (or equivalent) in economics or related fields;

At least five (6) years of relevant working experience in a development institution;

Superior written and verbal communication skills in English and/or French (with a working knowledge of the other language)

Knowledge of ICT and software used in the Bank.

Experience in working with teams of economists and creating a supportive work environment

Ability to communicate and defend, orally and in writing, difficult issues and positions (in a hostile environment, as required) before the Bank's Senior Management and government officials;

Ability to work effectively in a matrix management environment, both as team leader and team member;

Ability to work conscientiously in a multicultural environment and establish effective working relationships with clients and colleagues

Principal Internal Control Officer - Internal Control Unit

Objectives

The objectives of the COSO implementation are to assure or enhance the reliability of financial reporting, effectiveness and efficiently of operations, and compliance with applicable laws and regulations.

Duties and responsibilities

Under the general supervision of the Head, Internal Control Unit, ICU, the incumbent will carry out the following functions, namely:

  • Champion the update of internal control documentation, Management Evaluation Programme, Walkthrough and Test controls required to meet the annual attestation.
  • Take responsibility for the Bank’s annual control work programme using COSO internal control framework and the Control Self-Assessment (CSA) process.
  • Provide intellectual leadership on internal controls and formulate and implement the Bank’s annual internal control work programme.
  • Monitor and evaluate external profession developments in an increasingly complex regulatory environment which may affect the efficacy of the Bank’s internal control structure and managements reporting to the Bank’s various stakeholders.
  • Ensure that the letters of representation confirming the existence of effective internal controls are completed by various organizational units and received in FFCO on time to support the annual assertion.
  • Facilitate CSA workshops throughout the Bank, both at the Head Offices and in the field. This includes the documentation of key internal control issues identified by the participants, together with leading the discussion and identification of possible actions to strengthen their controls.
  • Report on the periodic review of control effectiveness’s by organizational units throughout the Bank and monitor the completion of internal control enhancement plans by organizational units throughout the Bank.
  • Provide support in the preparation of the COSO implementation report for the Board and the annual COSO report to the Audit and Finance Committee.
  • Assist in building and driving the implementation and management of the Operational Risk framework within the Bank.
  • Assume interim management responsibility for the Unit during the absence of the substantive manager.

Selection Criteria

  • Master’s degree or equivalent in Accounting, Finance, Business Administration or Economics; membership in an internationally recognised professional accounting body e.g. CA, CPA, ACCA, CIA, CISA or Expert Comptable is an advantage.
  • Minimum of 6 years of relevant experience in either compliance or audit (preferably a combination of “Big 4” and industry experience).
  • Strong and demonstrated experience in handling technical accounting and financial reporting issues.
  • Sound knowledge and experience of COSO internal control framework and the ability to apply COSO in an Audit process.
  • Fluency in English and/or French with a working knowledge of the other
  • Conceptual, analytical and financial modeling skills.
