Chargé d'Appui Financier zone Asie

Contexte :

Groupe Développement / Acting for Life (association loi 1901) est une organisation de solidarité internationale, agissant dans le domaine de la lutte contre l’exploitation sexuelle des enfants à des fins commerciales, le développement de projets socio-économiques, et le Tourisme & Développement. Sauf cas exceptionnels où Acting for Life mène ses propres projets sur le terrain, sa mission est d’apporter un soutien financier, institutionnel et technique à des organisations locales dans les pays du Sud.

Responsable hiérarchique direct :

Responsable Administratif et Financier

Fonctions:

Sous la responsabilité directe du Responsable Administratif et Financier, il/elle travaille en étroite collaboration avec les autres chargés d’appui financier Afrique et Amérique Latine ainsi qu’avec le comptable, les chargés de programmes des différents pôles (Enfance, Economie Acteurs et Territoires, Entreprenariat social) sur le suivi et l’appui administratif, financier et organisationnel des projets et des partenaires (ONG locales et/ou bureaux locaux).

Plus particulièrement, il/elle assure les tâches suivantes :

1- Assistance au montage des programmes :
- Définition, en lien avec les chargés de programme, des termes du partenariat financier.
- Elaboration des budgets et des conventions de partenariats et des budgets pour chaque programme dont il/elle a la charge.
- Elaboration des montages financiers et administratifs des projets pour demande de financement à destinations des bailleurs publics et privés.

2- Suivi et contrôle budgétaire des programmes et des conventions :
- Assure le suivi et le contrôle des engagements financiers de Groupe Développement et du Partenaire associé (analyse des rapports financiers, gestion des révisions financières, gestion des demandes de trésorerie, respect des procédures et des plannings de remises de rapports financiers …).
- Réalise des missions d’Audit des partenaires à la demande de la Direction ou du Conseil d’Administration.
- Elabore les rapports financiers d’exécution à destination des bailleurs publics et privés.


3- Formation et appui administratif et financier aux partenaires :
- Assure les liens et la circulation de l’information entre Groupe Développement et les services financiers des différents partenaires.
- Réalise des missions d’évaluation des capacités financières et administratives des partenaires en lien avec les chargé(e)s de programme.
- Assure la formation comptable et l’appui technique aux outils de gestion financière et de procédures administratives.
- Conseille & appuie les chargé(e)s de programme dans le renforcement des capacités organisationnelles des partenaires.

4- Participation au développement du Service Administratif et Financier :
- Assure le relais entre les aspects financiers et les aspects techniques des programmes.
- Participe à l’élaboration et au respect du budget de Acting for Life en collaboration avec le Responsable Administratif & Financier (vérification des imputations, contrôle & planification des dépenses programmes …).
- Contribue à l’élaboration de la stratégie financière de Acting for Life en liaison étroite avec les autres services et le Responsable Administratif & Financier.
- Est source d’initiatives et force de proposition pour l’amélioration des performances et des tableaux de bord de Acting for Life.

Profil recherché :

 Formation Ecole de commerce (généraliste ou spécialisée en développement) / DESS gestion finance
 Expérience professionnelle entre 2 et 4 ans minimum, dont expérience en ONG sur des profils financiers siège et/ou terrain
 Maîtrise des principes comptables et de gestion, connaissance du logiciel comptable CIEL un plus
 Anglais courant parlé et écrit, 2ème langue maîtrisée (poste majoritairement en anglais)
 Parfaite maîtrise de l’environnement Windows (Word, Excel)

 Sens des responsabilités, autonomie
 Esprit d’initiative, force de proposition
 Travail en équipe, capacités d’accompagnement des partenaires étrangers, qualités relationnelles notamment sur le plan interculturel.
 Recherche de financements / montages de dossiers / suivi budgétaire.


Conditions :

 CDD de 12 mois (35H par semaine), avec possibilité de CDI ensuite
 Salaire : de 27 k€ à 32 k€ selon profil et expérience + prise en charge à 50 % du titre de transport + mutuelle
 4 à 6 déplacements terrains / an à prévoir d’une à 2 semaines

A Nutrition Programme Advisor (H/F)

Action contre la Faim (ACF) was founded by a group of prominent French figures in response to the emergency caused by Afghan refugees fleeing to Pakistan to escape fighting in 1979, with the aim of eradicating hunger in a more global, lasting and effective way worldwide. We are looking for :
A NUTRITION PROGRAMME ADVISOR (H/F) – Based in Paris
For Haïti, Afghanistan and Zimbabwe

Overall objective of the position : The Nutrition Program Advisor is to ensure the conception, quality, relevance and justification of nutrition programmes in ACFs countries of intervention, and to provide technical support to the Nutrition Coordinators in the field. More particularly (s)he will be in charge of:

1. Supervise the nutrition programmes
- Validate intervention strategies prepared by the missions
- Oversee the effective definition and implementation of nutrition programmes
- Assess programme performance using indicators from monitoring tools

2. Provide technical support to the missions
- Advise Medical Nutrition Coordinators on nutrition issues providing them with relevant documentation and on intervention methodologies
- Prepare and lead training sessions recommend self-training modules and encourage continuing education
- Participate in the recruitment of Nutritionist Coordinators / Programme Managers
- Brief and debrief nutrition personnel
- Make field visits (evaluation, quality control, training of teams, etc.)

3. Communicate internally and represent ACF externally
- Contribute to the drafting and approval of internal/external communication documents
- Forward reference documents on nutrition and share knowledge with other NPAs, the operational desk, the missions, ACFIN and other colleagues within ACF

4. Encourage technical developments in the field of nutrition: Research and capitalisation
- Incite Medical Nutrition Coordinators to lead nutritional research projects in the field
- Collect and analyse field data and ensure it is capitalised on by supervising the production of internal reports and by drafting summary reports of experiences and findings

5. Follow a number of projects with specific nutrition-related themes (see annual action plan)

Status :
- Master, PhD, post-Doc in public health, nutrition, epidemiology, or related fields
- At least 2 years work experience in the field of nutrition and health and at least 3 years field experience with an international humanitarian NGO in a coordination capacity.
- Analytical skills and synthetic mind
- Rigorous, capacity to work in a team, dynamic
- fluent in English and French
- At ease with Microsoft Office Package and statistical software such as SPSS, STATA or SAS.

Status : Unfixed Term Contract – middle management – Full Time

Annual Salary : Salary between 29.9 and 33.8 K€ gross over 13 months, 20 days of extra leaves (RTT)/ year, restaurant vouchers of 8 € (60% covered by ACF), complementary health insurance (covered 80% by ACF), refund of 50% of public transportation fees

Position to be filled early October 2011

Reporting to the IARC Director, the successful candidate will be responsible for providing efficient, effective and responsive administrative services to the various programmes and activities of the International Agency for Research on Cancer (IARC) in respect of human resources, building management, procurement and supplies, budget and finance (regular and extra-budgetary), information technology (IT), as well as administrative support, for the attainment of the overall objectives of the Agency.

Requirements:
Candidates must have a graduation from a University of recognized standing with an advanced degree in law, finance, economics, public or business administration, or other fields related to management. Training in modern management-related techniques is desirable.

Candidates should demonstrate: ability to develop strategy and forward-looking plans; excellent skills in modern management methods; proven skills in organization development and change management; and excellent oral and written communication skills.

Knowledge of WHO administrative and financial policies and practices would be a definite asset as well as familiarity with enterprise resource planning (ERP) systems such as SAP or Oracle. A working knowledge of IT systems and requirements is desirable.

The successful candidate is expected to: ensure the effective use of resources; foster integration and teamwork in an international environment; move forward in a changing environment; build and promote partnerships across the Agency and beyond; and promote innovation and organizational learning.

Candidates must have a very good knowledge of English or French with a good working knowledge of the other.

Experience:
Candidates must possess at least 10 years' experience in senior, progressively responsible positions in the management of large public sector organizations or private companies. Working experience in the UN system or equivalent is an asset. Experience in administration of reputed biomedical research institute and in budget management is also desirable.
