Principal objectivo do cargo

Sob a supervisão geral do Especialista de Monitoria e Avaliação (M&A) do GFATM, o Oficial de Programa de Monitoria & Avaliação irá proporcionar perícia em Monitoria e Avaliação (M&A) para a implementação do plano de M&A da subvenção, aumentar a capacidade dos sub-beneficiários da subvenção e garantir a monitoria e o alcance dos padrões de qualidade de dados. O Oficial irá apoiar o Oficial Sénior de Programa de Monitoria & Avaliação na identificação de necessidades técnicas de M&A de Sub-beneficiários e Sub-Sub-beneficiários e fazer recomendações apropriadas. O Oficial de Programa de Monitoria & Avaliação irá acompanhar a implementação das recomendações no terreno.

Tarefas e Responsabilidades

  • Participar na concepção e implementação dos planos de avaliação de necessidades e desenvolvimento de capacidade de M&A incluindo a formação de sub-beneficiários da subvenção.
  • Participar na concepção e implementação de estudos/inquéritos de base e finais incluindo análises periódicas do programa.
  • Garantir a apresentação atempada de relatórios pelos sub-beneficiários da subvenção e consolidar os dados para relatórios de desempenho da subvenção.
  • Em colaboração com o Oficial de Informação e Comunicação, documentar e disseminar as lições aprendidas e as melhores práticas.
  • Em colaboração com o Oficial de Gestão de Dados, realizar auditorias rotineiras de dados para sub-beneficiários e apresentar mediadas correctivas apropriadas.
  • Realizar quaisquer outras actividades relevantes determinadas pelo Oficial Sénior de Programa de Monitoria & Avaliação.

Habilidades e experiência exigida

· Ser cidadão de um Estado Membro da SADC;

· Ter no mínimo Licenciatura em Saúde, Ciências Sociais, Estatística ou Demografia;

· Ter no mínimo 5 anos de experiência de M&A, de preferência na área de VIH e SIDA;

· Ter conhecimento sobre metodologias de monitoria e avaliação, nomeadamente recolha, processamento e análise de dados quantitativos e qualitativos;

· Possuir boas habilidades de comunicação escrita e oral é obrigatório;

· Ter habilidades básicas de informática na óptica do utilizador para aplicações Microsoft Office;

· Ser fluente em Inglês, sendo a fluência em Português e Francês uma mais-valia;

· Ter aptidão e vontade de viajar na região da SADC.

Main Function of the Job

The Project Coordinator determines the specific tactical and strategic responsibilities allocated to Grant Management Unit Staff, ensures a management structure that facilitates information flow and work completion, provides and sustains an overall vision of success that fully engages stakeholders and staff in the fulfillment of this vision, and takes the actions necessary to ensure the project receives ratings of B1 and higher on GFATM grant performance evaluations. The Project Coordinator is the official representative of SADC in relation to the implementation of the Grant and maintains communication between all relevant parties, including appropriate officials from the RCM, Global Fund Portfolio Manager and The Local Fund Agent (LFA) assigned to this contract. S/he will work to ensure that the grant activities are supported and implemented to attain the intended results. The Project Coordinator also oversees grant start-up and closeout phases and ensures compliance with GFATM regulations.

Roles and Responsibilities

At Principal Recipient level:

· Oversee and coordinate programmatic and fiduciary management of the GF grant within the SADC Secretariat;

· Provide technical guidance for the implementation of the GF grants, and ensure technical support to RCM (Regional Coordinating Mechanism) and implementing partners, taking into account cross-cutting issues including gender and human rights;

· Coordinate with Member State Country Coordinating Mechanism (CCM) and other external/ regional stakeholders in the field of HIV and AIDS to ensure effective and efficient implementation of grants;

· Ensure an efficient financial flow process within the framework of GF requirements;

· Ensure an effective communication and information flow between finance and non-finance actors (on Regional Coordinating Mechanism (RCM), PR, LFA and sub-recipient level, MOH and National AIDS Authorities ) in order to effectively link the programmatic results to expenditures, as required by GFATM;

· Ensure an efficient flow process for procurement and supply management within the framework of GF requirements;

· Ensure timely submission of good quality periodic technical and financial reports of PR for submission to GFATM through LFA;

· Ensure implementing partner’s compliance with international, regional and national policies and standards for the delivery of services through coordination of technical assistance;

· Guide capacity development of the Global Fund Grant Management Unit Team;

· Act as a contact person for the GF and LFA..

At Sub-Recipient Level:

· Coordinate the selection of sub-recipients through open, transparent processes according to GFATM regulations and guidelines;

· Coordinate the capacity assessment of SRs and develop action plans for SRs capacity development;

· Harmonize reporting and accounting practices of sub-recipients including programme results, budgeting and financial key performance indicators;

· Monitor and evaluate the performance of sub-recipients to ensure compliance with provisions in the sub-recipient contracts;

· Ensure timely annual audits of sub-recipients.

Required Skills and Experience:

· Citizen of a SADC Member State

· Master’s degree in Social Sciences or related discipline is required

· At least 8 years of progressively senior experience HIV and AIDS in Southern Africa is required

· Familiarity and understanding of donor regulations and administrative procedures

· At least 4 years of demonstrated success in a leadership role in the HIV and AIDS field preferably within the SADC region

· Demonstrated strategic agility, diplomacy, conflict management, team building, hands-on supervisory, written and oral communication, decision making, and negotiation skills

· Demonstrated ability to work well with senior colleagues, particularly interacting proactively and comfortably with SADC Member State government officials, NGOs and development partners

· Demonstrated Computer skills in Microsoft Suite applications, including Word, Excel, PowerPoint and Outlook

· Fluency in English required with additional fluency in Portuguese and French as an added advantage;

· Ability and willingness to travel within the SADC region.

Main Purpose of the Job

Under the overall guidance of the GFATM Grant Management Unit Project Coordinator, the Senior Programme Officer – Monitoring & Evaluation will provide M & E expertise in the implementation of the Grant’s M & E plan, build capacity of sub-recipients and ensure that data quality standards are monitored and met. The Specialist will lead in identifying M&E technical needs of SRs, make appropriate recommendations and ensure that they are implemented. The Senior Programme Officer – Monitoring & Evaluation will supervise the Programme Officer – Monitoring & Evaluation, the Data Manager and the Information and Communications Officer.

Roles and Responsibilities

Ensure the implementation of monitoring and evaluation policies and strategies, focusing on achieving the following results:

  • The M&E system (framework, plan and tools) for the Global Fund grant developed.
  • Technical support to sub recipients to strengthen their M&E systems provided;
  • The M&E Plan for GFATM SADC grant aligned with the overall SADC HIV and AIDS M&E framework;
  • Capacity assessment and training of the Sub-Recipients (SR) in M&E conducted;
  • Baseline and Endline surveys/studies conducted
  • Relevant operations research conducted
  • Quarterly semi-annually and annual programmatic performance reports on grant implementation prepared
  • Potential implementation bottlenecks identified and appropriate strategies recommended

Other roles will include:

  • Develop Terms of References and supervise consultants where necessary
  • Supervise staff in the M and E section

Required Skills and Experience:

· Citizen of SADC Member State

· A minimum of Master’s Degree in Public Health, Health Sciences, Social Sciences or other related discipline

· At least 7 years of continuous M&E experience preferably in the field of HIV and AIDS.

· Extensive knowledge of monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis;

· Experience in project management and the use of data for programming and decision-making would be an asset.

· Demonstrated strategic thinking, excellent written and oral communication skills, a must

· Demonstrated Computer skills in Microsoft Office programs and statistical packages such as Epi Info, SAS, STATA and SPSS

· Fluency in English required with additional fluency in Portuguese and French as an added advantage;

· Ability and willingness to travel within the SADC region.

Required Technical Expertise and Professional Experience

Consultants should possess the following minimum qualifications and experience:

  • At least 5 years’ experience in designing regulatory arrangements including related financial provisions for guaranteeing mine site rehabilitation and closure;
  • Experience and good working knowledge in preparing mine site rehabilitation and closure plans, guidelines for determining the amount of financial provision required for mine site rehabilitation and closure, and methods for providing it; and
  • Experience and good working knowledge in preparing mining regulations.

Consultants can team up to cover the expertise required for undertaking the assignment. In such a case, there should be a lead consultant who will submit the proposal and assume delivery responsibility.

Remuneration

The successful individual consultant/consulting firm will be provided with the following by the Commonwealth Secretariat:

  • Consultancy fees at GBP 350 per day for upto a maximum of 30 person-days
  • Economy class return air fare to Botswana and DSA (at UN rates) for presentation and discussions of the reports (if applicable)

  • Academic qualifications relevant for the job;
  • Evidence of practical experience in preparing mine site rehabilitation and closure regulations;
  • Evidence of knowledge in designing mine site rehabilitation and closure plans, preparing and designing guidelines for determining quantum of financial provisions for mine site rehabilitation and closure and suitable methods of providing them; and
  • Evidence of experience in drafting mining regulations.
