Water Programme Manager - Friends of Londiani

Main Duties and Responsibilities for National Staff Position
  • Providing front-line management and programme set-up (including programme development, partnership management, logistic management)

Logistics Manager South Sudan - Ref. 206A/10-11

Reporting hierarchically to the Country Director and functionally to the Logistics Manager in IO Headquarters in Spain (Barcelona), the Logistics Manager will be responsible for the definition and management of all logistics strategies and systems in the country, as well as overseeing the correct implementation of all logistics activities of the mission.

Key Responsibilities

-Define and set up the logistical strategies for the mission.
-Coordinate the implementation of logistics systems and procedures to guarantee an optimal systematization of all logistical aspects of the mission.
-Participating in the evaluation, preparation, planning and responding to emergencies and projects implementation.
-Implant an efficient security plan and constant key data collection and monitor daily security management.
-Guarantee the mission's correct supply, with a special emphasis on purchasing and international delivery.
-Participating in the elaboration of the country's budget and conducting budgetary assessments in terms of logistics.

Job Purpose: To manage the implementation, strategic and technical direction of the Food Income and Markets programme in Mozambique.

Main duties & Responsibilities
(Including Training Role):

• Reporting to the Assistant Country Director for Programming, he/she will assist in defining the programme strategy and technical direction as well as overall planning, managing, implementing, monitoring of the Programme activities, and the accountability for the Programme impact.

• The PM is responsible for directly managing four to six positions (local project staff) – the exact structure is still to be defined - and ensuring that their responsibilities are fulfilled to the required standard.

• He/she is also required to oversee the organizational development aspects of the Project, document & communicate lessons learned, meet Donor requirements, and develop Project Proposals in collaboration with the Country Director.

• He/she will need to establish and maintain effective collaborative relationships with Partner organizations. • The PM will be assisted by the ACD-P and work in close collaboration with him/her in assuring the program quality, donor liaison, contract management and meeting donor compliancy by maintaining effective PM&E and learning systems for the livelihoods programme in line with Concern and Donor policies and ensure accountability and efficiency.

• To ensure that livelihoods programme reports are produced to a high standard and in a timely manner.

• To lead research and advocacy interventions related to the livelihoods programme at national and international level.

• To represent Concern at national and international Livelihoods networks and meetings.

• To coordinate and the capacity buildings of livelihood staff and partners.

• To ensure the mainstreaming of HIVAIDS, equality and DRR across the programme.

ICBL Campaign Manager

The Organization:

The International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC) are global campaigns in over 90 countries with more than 350 member organizations. Their main offices are currently in Geneva and London.

The ICBL, recipient of the 1997 Nobel Peace Prize, is recognized as the driving force behind the achievement and ongoing success of the 1997 Mine Ban Treaty. The CMC played the key role in the creation of the 2008 Convention on Cluster Munitions, and now works for its universalization and implementation.


Over the past three years, the CMC, ICBL and their research initiative--Landmine and Cluster Munition Monitor (“the Monitor”)--have been working closely together to ensure coherence in our respective work and to enhance efficiency in our operations. Since January 1, 2011, all three operate under one legal, financial and governance structure in order to ensure even more synergy, to have more impact and to streamline cooperation. A new Governance Board is providing strategic, financial and human resources oversight. As part of the new arrangement, there will be a restructuring of staff positions. In practical terms, the CMC and ICBL will remain two separate and strong campaigns with dedicated staff for both. Other staff working on administration, media and communications, finance, logistics and administration, and policy will support both campaigns.

There will be an open competition for all staff positions, but all current staff members are encouraged to apply. Summary of the Position of ICBL Campaign manager:
We seek a dynamic and experienced Campaign manager to coordinate, animate and facilitate civil society action on the Mine Ban Treaty at the national and international level.The ICBL Campaign manager will contribute to the development and execution of the ICBL’s annual, long-term strategies and activities to ensure the full universalization and implementation of the Mine Ban Treaty. This person will serve as the main point of contact and support for ICBL members and other civil society groups and contribute to the effective overall operation and management of ICBL-CMC.

The ICBL Campaign manager will report to the ICBL Director, and work closely with the CMC Campaign manager, the Campaign Training Officer and Media and Communication officer.

Geneva or London are the preferred locations, but location is negotiable if within easy access to Geneva where ICBL-CMC main office is based. The position requires the ability to travel and periodically it requires extensive travel.


Desired qualifications:

  • University degree as well as three to five years experience with NGO coalitions and networks - preferably in the disarmament or humanitarian fields - as well as international government relations experience.
  • Very good knowledge and experience on landmines and the Mine Ban Treaty. Knowledge and experience with the cluster munitions issue and the Convention on Cluster Munitions would be an asset.
  • Candidates must be creative, self-motivated, well organized, and able to function under pressure and handle numerous tasks simultaneously.
  • Candidates must be willing to take initiative, work with minimum supervision, and work independently as well as function as a member of a team.
  • Experience as a spokesperson with the media, governments or other stakeholders.
  • Strong oral and written communication skills in English. Other languages would be an asset.
  • Strong computer literacy, including working knowledge of Word, Excel, Email, Internet, social networks and willingness to learn web posting.
  • Excellent and proven communication and interpersonal skills with a wide variety of multi-cultural, multi-lingual groups and stakeholders.
  • Desire and flexibility to travel internationally.

The Position

Logistics Manager

Merlin International Profile
Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background
The overall purpose of Merlin programmes in Afghanistan is to reduce excess morbidity and mortality amongst vulnerable populations through the provision of priority health services to a network of health facilities and Community Healthcare Workers.

Merlin currently implements programmes in three north east provinces encompassing a Community Midwife Education (CME) project in Takhar, and Basic Package of Health Services (BPHS) in both Badakhshan and Kunduz in partnership with local partner Care for Afghan Families (CAF).

Main purpose of the role
The Country Logistics Manager (LogMan) is responsible for managing and delivering an efficient and effective logistics service across all programmes and field sites. This includes implementing, monitoring and following-up across all logistics disciplines to ensure that Merlin’s standard policies and best practice is adhered to. The role will provide leadership, technical support and capacity building to the international and country logistics staff in all areas of their roles. The LogMan represents logistics as an active member of the Country Management Team (CMT) and will ensure effective cross departmental interaction.

Overall Objectives (scope)
This role will:
• Develop the Country Programme Logistics Strategy in close coordination with the Country Director and ensures its timely implementation.
• Assure efficient and effective management of the pharmaceutical supply chain in difficult circumstances.
• Provide logistics guidance, advice and support to all programme and field sites and the logistics staff in those locations as necessary or as requested.
• Ensure that Merlin’s policies, systems and guidelines are implemented, used and adhered to
• Ensure constructive and effective working relationships are developed and maintained with the CMT, Field Offices and Head Office.
• Represent logistics as an active member of the CMT.

Responsibilities
Programme Support
• Lead the logistics components of project planning and preparation of donor proposals and reports in collaboration with the CMT.
• Provide input on logistics matters to the CMT for proposal and report writing.
• Ensure donor compliance and produce regular, timely and accurate narrative and financial reports for Merlin
• Identify areas of improvement in the organisation of logistics, and work with the CMT and local logistics teams to realise them.
• Represent Merlin with relevant external organisations and networks (for example NGO Logistic Coordination fora, the UN Logistic Cluster), actively networking and building relevant relationships.

Security
• Participate in development, review, implementation and monitoring of Merlin’s security measures in-country, at the request of the Country Director (CD).
• Monitor the security context and any deterioration in this that could affect logistics operations and provide guidance to teams/sites as required in close coordination with and as requested by the Country Director.
• Ensure proper functioning and maintenance of Merlin compounds in cooperation with the responsible department.

Technical
• Responsible for the appropriate selection, installation, use and maintenance of equipment across the following technical disciplines: Information Technology, Communications, Mechanics, Energy & Electricity, Cold Chain.
• Act as technical lead, advisor and manager of specific WATSAN, Healthcare Waste management or construction activities as required by the programme.

Procurement & Supply Chain
• Develop, in collaboration with the CMT and Project Coordinators a coherent procurement strategy that takes into consideration Merlin’s Procurement and Pharmaceutical Quality Assurance Policies, donor requirements, project duration and needs, lead time and delivery constraints
• Maintain a high quality, country-wide procurement system, which is accountable, transparent and compliant with Merlin’s Procurement and Pharmaceutical Quality Assurance Policies and donor requirements.
• Ensure active monitoring of the purchasing process including overseeing local customs clearance of imports, until delivery of the goods and the official handover of items against signature of receipt.
• Ensure that the filing system to record and archive all procurements is rigorously maintained.
• Ensure the maintenance of a supplier database and develop robust local supplier relationships.
• Ensure effective and efficient links with Merlin Regional Logistics Advisor for all logistical matters.

Warehouse Management
• Ensure that procured stocks are received, registered, and dispatched in an efficient and accountable manner.
• Ensure that the filing system to record and archive all stock movements is rigorously maintained.
• Ensure, in collaboration with the medical teams, Merlin’s Drug Management Guidelines are adhered to country-wide.
• Maintain control and accountability of all stock, monitoring storage, request and issuance in accordance with Merlin’s Warehouse Management Guidelines.
• Conduct physical stock checks periodically and investigate discrepancies.

Asset Management
• Responsible for all asset and inventory management according to Merlin’s Asset and Inventory Management Policy including regular updating and verification.

Fleet Management
• Ensure fleet requirements for the programme are met.
• Ensure safe operation of the fleet through driver selection and training, quality maintenance to include routine checks and regular service and establishing / enforcing local fleet operating procedures.
• Ensure appropriate use of the vehicle by all staff (e.g. use of seatbelts, adherence to speed limits, vehicle booking process and movement monitoring system)
• Report monthly on fleet management according to Merlin’s Logistics Reporting policy.
• Ensure appropriate provision of servicing facilities and management of spare parts.

Human Resource Management
• Responsible for the line management of specified logistics staff in accordance with HR policies and procedures, including recruitment and performance management.
• Responsible for the technical line management of all Field Logisticians.
• Actively involved in all the recruitment and selection of the country logistics teams.
• Responsible for the capacity building and training of all logistics staff to improve efficiency, awareness of, and compliance with, logistics systems and procedures.

• Substantial experience of undertaking a logistics role within an international NGO and within difficult operating environments (e.g. insecurity, lack of infrastructure, natural disasters)
• Significant and demonstrable technical knowledge across a the following technical logistics disciplines:

 Communications
 Mechanics
 Energy & Electricity
 Cold Chain
• Substantial knowledge of at least one of the programme components:

Regional Agriculture Project Manager

Jamii Social Business Center (JSBC) is a social business research and implementation center based in Arusha, Tanzania. JSBC is seeking an Agriculture Project Manager to lead the program in Arusha, Tanzania with heavy presence in the project village Endaberg and Babati Town (in the Manyara Region).

Position Summary: The regional Agriculture Project Manager is responsible for the development, implementation, coordination and promotion of JSBC’s integrated agriculture social business to serve as an income generator for small-scale farmers. To achieve this goal, JSBC is developing an integrated agriculture approach focused on three objectives:

- supporting the expansion of small holder farmers in various high yielding crops - facilitating access to inputs and advancements in science and technology;

- strengthening market access and facilitating investment in storage and processing equipment. Profile: JSBC is driven by a need to reach concrete and measurable goals. It will be the Agriculture Project Manager’s task to lead the integrated agriculture business to sustainability and high profitability. This is a challenging position where the ideal candidate will be looking for a result driven, entrepreneurial working environment, which combines business success with strong, tangible social impact. The candidate will be convinced by the benefits of social business and be highly motivated to lead the team, work with partners, and engage with community leaders and the local community. The ideal candidate will have proven project management experience, specialized in agriculture, and a strong background in business development. Qualifications: B.A/Sc. in agronomy or business and an excellent academic record. MBA preferred. At least 5 years of professional agri-business management experience in a leadership role. Significant experience living and working in East Africa (Tanzania preferred). Excellent people and robust program management skills with significant interpersonal and communication skills, especially in multicultural and multi-ethnic context. Demonstrable skills in project implementation, including performance monitoring, budget preparation and tracking. Adept at developing and sustaining high-level relationships. Strong analytical skills and strategic capacities. Strong team player and consensus builder and network and be adept at working with multiple stakeholders. Excellent command of English; language knowledge of Kiswahili is highly valuable; French is an additional asset.
