Senior Water Resources and GCC Specialist

Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from qualified Senior Adaptation Water Resources and GCC Specialist candidates for a USAID funded program on Climate Change Adaptation and Water Resources. The principal purpose of this program is to provide technical assistance and analyses to Agency bureaus and field missions to support implementation of effective global climate change activities and programs as they related to water resources management. This long-term program will be based in Washington, D.C. and will require periodic international travel. The Climate Change Economist may be a full-time position based in Washington, D.C. or a part-time position requiring frequent travel to Washington, D.C. in addition to international travel.

Responsibilities:
-- Assessment of water resource management policies;
-- Development and promotion improved water resources and climate change adaptation policies;
-- Capacity building of host country analysts and institutions to assess, develop and monitor improved policies;
-- Provide technical leadership for and supervision of consultant staff;
-- Make verbal or written presentations to a wide variety of audiences as requested by the COTR;
-- Establish and maintain productive and positive relationships with USAID, other US government agencies, international government officials, multilateral and bi lateral donor organizations, and local partners.

Requirements:
-- Educational requirements include at least a Master’s degree in water or natural resource management, environmental science, environmental policy, or other climate change related field of study;
-- A minimum of five (5) years of international technical experience in the area of water resources, climate change, and other relevant technical areas;
-- Prior successful experience working on USAID-funded project(s) or similar donor funded projects;
-- Exceptional verbal and written communication skills, especially in working across cultures;
-- English proficiency required with advanced proficiency in Spanish or French language preferred;
-- Geographic experience in Africa, Asia, or Latin America is required; experience in small island state and/or glacially- dependent countries preferred
-- U.S. citizenship or valid U.S. work permit required.

Fonctions:

Sous la responsabilité directe du Responsable Administratif et Financier, il/elle travaille en étroite collaboration avec les autres chargés d’appui financier Afrique et Amérique Latine ainsi qu’avec le comptable, les chargés de programmes des différents pôles (Enfance, Economie Acteurs et Territoires, Entreprenariat social) sur le suivi et l’appui administratif, financier et organisationnel des projets et des partenaires (ONG locales et/ou bureaux locaux).

Plus particulièrement, il/elle assure les tâches suivantes :

1- Assistance au montage des programmes :
- Définition, en lien avec les chargés de programme, des termes du partenariat financier.
- Elaboration des budgets et des conventions de partenariats et des budgets pour chaque programme dont il/elle a la charge.
- Elaboration des montages financiers et administratifs des projets pour demande de financement à destinations des bailleurs publics et privés.

2- Suivi et contrôle budgétaire des programmes et des conventions :
- Assure le suivi et le contrôle des engagements financiers de Groupe Développement et du Partenaire associé (analyse des rapports financiers, gestion des révisions financières, gestion des demandes de trésorerie, respect des procédures et des plannings de remises de rapports financiers …).
- Réalise des missions d’Audit des partenaires à la demande de la Direction ou du Conseil d’Administration.
- Elabore les rapports financiers d’exécution à destination des bailleurs publics et privés.


3- Formation et appui administratif et financier aux partenaires :
- Assure les liens et la circulation de l’information entre Groupe Développement et les services financiers des différents partenaires.
- Réalise des missions d’évaluation des capacités financières et administratives des partenaires en lien avec les chargé(e)s de programme.
- Assure la formation comptable et l’appui technique aux outils de gestion financière et de procédures administratives.
- Conseille & appuie les chargé(e)s de programme dans le renforcement des capacités organisationnelles des partenaires.

4- Participation au développement du Service Administratif et Financier :
- Assure le relais entre les aspects financiers et les aspects techniques des programmes.
- Participe à l’élaboration et au respect du budget de Acting for Life en collaboration avec le Responsable Administratif & Financier (vérification des imputations, contrôle & planification des dépenses programmes …).

Established in 1951, IOM is the leading inter-governmental organization in the field of

General Functions:
Under the overall supervision of the RSC Manager and direct supervision of the RSC
Deputy Manager, the successful candidate will be based in Damak and will be responsible
in managing the day-to-day RSC processing activities.


In particular he/she will:
1. Provide daily management and supervise RSC case processing activities.
2. Oversee staff performance to ensure efficiency, high quality work and accurate
completion of activities.
3. Respond to inquiries from and provide guidance and feedback to staff under supervision
in accordance with Worldwide Refugee Processing System (WRAPS), Citizenship and
Immigration Services (CIS,) Population, Refugees and Migration (PRM) and RSC
guidelines.
4. Ensure correct input of RSC records into the WRAPS database.
5. Handle urgent and sensitive cases directly and ensure efficient processing.
6. Use reports to monitor pipeline and take appropriate action to tackle any existing
backlog.
7. Follow-up with Refugee Processing Center (RPC) as needed.
8. Follow-up with United Nations High Commissioner for Refugees (UNHCR) on cases
deferred for further clarification, long-standing cases on hold, or inactive/withdrawn
applications as needed.
9. Coordinate relevant statistics of workflow under direct supervision for the purpose of
generating weekly activity and other reports for management consideration.
10. Update staff under direct supervision of changes in workflow and/or procedures and
provide additional training as required.
11. Represent RSC Damak at meetings and prepare briefings, trainings, background
information and unit updates (as needed.)
12. Assist with interviewing and selecting new staff under direct supervision. Maintain leave
schedule of staff under supervision and duly sign their leave requests.
13. Alert the RSC Deputy Manager of any non-compliance of staff under direct supervision
as well as areas of concern and suggest possible improvements in order to properly
support the overall development of RSC Damak.
14. Report regularly to RSC Deputy Manager and RSC Manager on relevant activities,
problems and solutions.
15. Maintain and ensure confidentiality of all RSC matters.

Education and Experience
a) Completed university degree from an accredited academic institution, preferably in

RESPONSIBILITIES:

Under the authority of the Registrar, the incumbent is responsible for the management of the Tribunal judicial support services and administrative services and in the absence of the Registrar, deputises for him. The incumbent: Advise the Registrar on general policy issues concerning the Tribunal, in particular with regard to judicial support for the Judges and related services. Carry overall responsibilities in supervising and coordinating the judicial support functions of the Tribunal in accordance with the statute of the Tribunal, its Rules of Procedure and Evidence and the Headquarters Agreement concluded between the United Nations and the Host Country. RESPONSIBILITIES:

Provides guidance to section staff on the correct applications and observance of Tribunal Staff Regulations and Rules, and cases relating to personnel policies and appeals, in both The Netherlands and the Beirut Office. Exercises delegated authority to approve exceptions to rules and regulations on personnel entitlements or variations to the Tribunal’s polices. Develops and implements new policies, practices and procedures to meet the evolving needs of the Tribunal; identifies developments in personnel management polices/practices and makes recommendations as appropriate in maintaining alignment with the UN common system. Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in written and oral English with strong drafting skills in English are required. Knowledge of the other official languages is an asset.

The Project Director will provide leadership and management oversight for project and any additional portfolio and activities of the country office. Oversees operations and, as the primary FHI country representative, ensures strong collaboration with government, partners, and donors. Represents FHI to external donors and leads FHI business development efforts in country.

Minimum Requirements:

Experience managing PEPFAR and CDC-funded projects; familiarity with USAID and with USG regulation. Experience working with host-country governments and local partners (LNGOs, CBOs, FBOs) in resource-limited settings. Experience with a range of HIV/AIDS interventions (including prevention, care, and treatment) and other public health programs, and with SGBV. Demonstrated experience of large-scale capacity-building assistance. Direct experience of governmental policy development. Experience working in Africa

MS/MA in public health or related field and 7-9 years relevant experience with international development programs, that includes 3-5 years of supervisory experience. Overseas field experience required; PhD/MD and 5-7 years relevant experience with international development programs and includes 3-5 years of supervisory experience, overseas field experience required.-

Program Officer-Global Rapid Response Team

PURPOSE OF THE POSITION:
World Vision, (www.wvi.org) the world's largest international Christian humanitarian aid organization, seeks a Program Officer to serve as part of our Global Rapid Response Team (GRRT), the position is to be based in Singapore. Serves as an HEA specialist who can be deployed to an emergency site within 24 to 72 hours up to three months. Responsible for developing and maintaining key program information including context analysis, needs assessment, as well as project design and proposals. S/He is required to build relationships with key stakeholders (Government, UN, donors and International Non Governmental Organisations (INGOs), WV partners) for the critical duration of the response. During periods of non-deployment, the Program Officer engages in disaster management design, training and capacity building, networking with donors and institutions regarding proposal program design. The position holder will also facilitate and promote disaster management models around the partnership.

SKILLS REQUIRED INCLUDE:
We are looking for a rising leader/manager with the following attributes:
3-5 years experience in emergency response programming including hands on operations
Proven track record for multi-sector program design for large complex emergencies
Evidence of successful proposal writing, relationship building and funding acquisition with donor agencies
Empirical knowledge of emergency program administration, program response, program design and project writing
Experience in knowledge of rapid assessment and ongoing contextual analysis
Familiarity with humanitarian codes, principles and practice e.g. SPHERE standards
Bachelors Degree or equivalent in Social Science or related field, MA preferred

Preferred skills include: knowledge of design requirements and regulations of USAID, OFDA, CIDA, ECHO, AUSAID and UN agencies; knowledge of French, Spanish, Portuguese or Arabic a big plus; strong IT skills, including Lotus Notes, Microsoft Office, database management, plus virtual communication tools: WebEx, Illuminate, etc. Candidate must be a leader with proven track record in generating results.
