This evaluation intends to inform the Vietnamese government’s protection efforts under the National Plan of Action on Counter-trafficking by assessing the programme of existing return, recovery and reintegration projects undertaken by the Government of Vietnam in partnership with IOM.
The main objective of the evaluation is to assess to the extent to which the services under the programme constitute a viable model for meeting the needs of victims of trafficking.
IOM Vietnam seeks an international consultant for the evaluation team with the following qualifications :
o At least seven years’ experience in the monitoring and evaluation of anti-trafficking programmes or a similar field;
o At least five years’ experience working on the return, recovery and reintegration of trafficked persons;
o Experience as team leader of complex evaluations;
o Experience with gender analysis in evaluations;
o Excellent written and spoken English and presentational capacities;
o Excellent report writing skills;
o Demonstrated ability to deliver quality results within strict deadlines;
o Localisation in Vietnam or the region an advantage;
o Knowledge and understanding of the Vietnamese trafficking context (strongly preferred);
o Postgraduate (or equivalent) qualifications in a relevant discipline (social work will be favourably looked upon).
